Claire Osborne

Claire is an Associate in our dispute resolution team. She provides advice and representation in relation to public and administrative law, equalities, human rights and civil liberties issues cases.
Claire has a background in public law and civil liberties and human rights from a children’s rights perspective. She has particular expertise in advising on cases involving local authority duties towards looked after children and young people, including the new duties imposed by the incorporation into Scots law of the United Nations Convention on the Rights of the Child.
Claire represents local authorities in the First-tier Tribunal, including in appeals relating to additional support needs and claims raising issues of discrimination and equalities, and advises on a range of other matters including judicial reviews, housing and guardianship cases raising human rights and civil liberties matters. In addition, Claire regularly advises various statutory bodies on general issues of public and administrative law and the principles of lawful and robust decision-making. Finally, Claire is a core member of the wider team representing Core Participants in a number of UK and Scottish public inquiries.
