On 20 May 2022, the UK Government published the “Floating Offshore Wind Manufacturing Investment Scheme (FLOWMIS) – Request for Information” (hereinafter referred to as “the ROI”), requesting information from a number of key stakeholders operating within the offshore wind and manufacturing industry and supply chain.  In particular, the ROI is specifically looking for information from the following: 

  • Port Developers; 
  • Floating Wind Foundation Designers and Fabricators; 
  • Component and Sub-Component Manufacturers; 
  • Floating Offshore Wind Developers and Engineering, Procurement, Construction and Installation (EPCI) Contractors; 
  • Sectoral Bodies, Trade Associations, Academics, and Others. 

As announced by the Prime Minister on 30 October 2021, up to £160 million in government funding would be available under FLOWMIS, with an underlying aim of boosting “floating offshore wind capability around the UK at sites in Scotland, Wales and elsewhere by supporting manufacturers and giving private investors the confidence to back this emerging sector which is expected to rapidly expand in the years ahead.”  

In respect of each of the target stakeholders identified, the ROI outlines a number of specific questions and areas in which the UK Government is requesting information and comment.  The ROI will remain open for a period of 8 weeks, closing on 15 July 2022, and is intended to assist the government in understanding the opportunities available in the UK – and how these can most effectively be supported.
